Waikato Resilience Framework

The Waikato Resilience Framework (2026) provides an organisation-wide approach for how we will deliver natural hazard risk reduction and adaptation activities across the region. It sets a common direction for how the council understands and reduces risk, navigates uncertainty, embeds adaptation in our work, and works with others to reduce risk and adapt across the region. 

The framework is an inward facing non-statutory document, intended to support council staff and decision makers.  It also shares information for partners and stakeholders about how we will approach and contribute to natural hazard risk reduction and adaptation. 

While it does not create new statutory obligations, it helps align and coordinate how we deliver our legislative responsibilities, statutory plans, and wider programmes of work across the region.

The framework will be implemented through a range of initiatives. Some are already underway or planned through funding provided in the current Long Term Plan, while others are ongoing ways of working or will be progressed through longer-term work programmes. Implementation will be phased over time, supported by a structured implementation plan.
