Further submissions

On 20 August 2018, Waikato Regional Council will call for further submissions on Healthy Rivers/Wai Ora: Proposed Plan Change 1 and Variation 1 to Proposed Plan Change 1. At the same time, the summary of decisions requested will also be available.

What is the summary of decisions requested?

After the closing date for submissions, council staff create a summary of decisions that have been requested by submitters. This is done so people can quickly decide if a submission is of interest to them.

What is a further submission?

It is important to consider other people’s submissions: they may seek changes to the proposed plan change that will affect you in a way not mentioned in the original document. When you read the summary of submissions, you may see some that you agree or disagree with.

A further submission is a written statement that allows you to support or oppose other people’s submissions. It also gives you the opportunity to consider how a submission may impact you, and to have your views considered by the hearings panel along with the original submission.

Who can make a further submission?

You can make a further submission if you have an interest in the proposed plan change that is more than the public in general, or if you are representing a relevant aspect of the public interest.

For example, if there are submissions on arable cropping rules but you do not have any particular interest in arable cropping, then you may not be able to make a further submission. If, on the other hand, someone has proposed a change to rules about stock exclusion and you are a farmer, then you clearly have more of an interest than the general public, and will be able to make a further submission.

You do not need to have made an original submission to make a further submission.

How do I make a further submission?

To make a further submission, take time to understand the summary of decisions requested and how they might affect you.

Am I required to make a further submission?

No, you’re not required to make a further submission. If you already provided a submission on Variation 1 and/or Proposed Plan Change 1, that submission remains valid and will be considered by the hearings panel.

If there is a submission or parts of a submission that you agree or disagree with, then you are welcome to make a further submission.

What happens next?

Once further submissions are received, council staff will analyse the further submissions. Public hearings are scheduled to begin in early 2019.
