Envirofert Limited (Tuakau) – cleanfill and composting operations

Status of applications

Waikato Regional Council (“WRC”) has received the applications and has begun processing them. The applications have been reviewed by WRC and their expert consultants for completeness and WRC has subsequently requested that Envirofert provide further details about the proposals. The applications are therefore currently on a type of hold (s37A of the RMA) while WRC waits for Envirofert’s response.

After receiving the response, WRC will first check that it is comprehensive. WRC will then begin to process the application, including considering the anticipated effects on the environment, whether any further information is again required, and whether any parties (e.g. neighbours) are considered to be affected by the proposal (as outlined in the Resource Management Act). After this, a decision will be made on whether the applications will be notified to the public or not. If so, those notified will have an opportunity to lodge a submission to WRC regarding the applications. A hearing will be held after this point if submitters request one.

Note that with complex applications such as this, the consent process can take some time – months to potentially over a year. The duration of the process is highly dependent on the quality of the information provided in the application and whether a hearing is held.

About the proposal

Envirofert Ltd lodged consent applications on 29/12/2018 to replace their current consents which enable their composting and cleanfilling operations in Tuakau.

Cleanfill application

AUTH140259.01.01 – Discharge from a cleanfill activity stormwater containing sediment to water.

AUTH140259.02.01 – Discharge of cleanfill onto or into land and any subsequent discharge of contaminants into water and air.

AUTH140259.03.01 – Discharge of contaminants from closed landfill into land, water and air.

AUTH140259.04.01 – Extract from the high ground block 100,000 cubic metres of clay for cleanfill lining & capping purposes.

 

Composting application

AUTH140261.01.01 - Discharge of contaminants onto or into land, water or air associated with the composting of green and food waste.

AUTH140261.02.01 - Discharge by irrigation of truckwash wastewater and compost leachate into water, or onto or into land and air.

AUTH140261.03.01 - Discharge of stormwater from compost site into water, and/or into or onto land.
